Pirate in hyperion - scan does not work

I am Pirating in hyperion to built up a "free" fleet of destroyers.
Shift-2 (scan mode) then shift-f (do scan) with ship selected gives mainly ????'s
Is this a bug or a feature?

Ah...
5000+ hours in x4 and never knew that was a requirement.
usually I just hit upgrade to max and so it probaly just added one for me.
I will fit one now.
