Where to install mods? Documents or GOG/Steam folder?

As stated above, I'm never sure...

Is there a difference by the way?

Install in the game folder, some mods will not work if they are in the documents folder.

what OS do you use? because for me on Win 7 i have to install some mods in in the game folder and others in the documents.
