[1.31] Very slow transfer rate for Construction Vessel

Since I didn't built a lot of factories, I can't say if it's related to 1.30 or 1.31, btw it should be already known, but I can't find anything related in the support so i'll explain it here.

So the problem concerns the construction vessel. I've told my architect to build a gun factory and she's doing her job.
But, When I came to see the build progress, I found that every rahanas docking in front of the vessel were actually transferring goods with only one drones, instead of the 60 - 80 drones they have in their bay. And this only drone is even not full !

My architect have a more than 15M in her account so it shoudn't be question of money. She has more 4 stars in management (and more than 2 stars everywhere else).
The construction vessel has his cargo bay almost empty, just a few thing here and there.
I have equipped my CV with 5 drones when I bought it, but they are either not used.

So, if I'm doing something wrong, tell me. If not, ask me what you want.

I noticed the 1 drone only problem also at my cell recharge stations when buying fuel cells.
