[TOOL] Cat file tools

This is a CAT file browser, and can extract selected entry from DAT file.
In future I will add more features.
You need .NET Framework 4.0 to run this. And please place it in XR folder.

Nice interface, though without a browsing function it's still necessary to extract everything unless you know exactly what you're looking for.

Also, is it really necessary to sign up for an account to DL files from that site?

I can't access megaupload...
Added mirror on pan.baidu.com(Chinese site, don't know if it has English version).
