HQ Ship manufacturing rebalance mod?

I heard that the manufacture of ships at a HQ is very unbalanced. Is there a mod which fixes that?

I don't know what exactly you mean by "unbalanced" but if you don't like a particular requirement or want to add a new one you can modify "types\hq.pck" using X3 Editor 2.
