[#3593][7.50] Starting with +20 QUE rep --> missing blueprints

QUE faction has few unique blueprints --> arc connector, span, Spire, XL spire. Most of those can be acquired via EMP, except XL spire.

QUE grants access to them via promotion ceremony, but if the player starts the game with high reputation, there will be no promotion, and no blueprints. Also there will be no way to get XL spire blueprints.

This particular scenario does not require a save file, go to budgeted start, set QUE reputation to +20, begin the game. Check out blueprint list, XL spire will be missing. At the moment the workaround is to start at +19, then gain 1 reputation to unlock missable XL spire.

Conditions known to cause problems:
Start a new game in custom mode and set the QUE starting reputation to 20+ and above.

Problems caused by this situation:
The game cannot properly obtain any module blueprint to which QUE belongs.

Additional information and thoughts I would like to provide:
I saw in the 7.50 changelog that Developers were addressing issues with the XL Housing blueprint, and I actually loaded the 7.50 public beta using the archive I was having issues with.

Currently I observe that my game has acquired XL Housing, but other mods still cannot acquire it, so I understand that Developers don't seem to have discovered this issue yet.

And I have previously checked on the Internet how to obtain drawings of the normal process, which require +10 and +20 for the promotion process.

But this doesn't apply to my save file because my starting reputation in the game is over 20+, I think it's illogical to cause this issue in a legal environment where the game is open?
