[BUG][3.0-7.0][any DLC] Black Marketeers are allowed to spawn on Tradestations

Currently the vanilla shadyguy script checks and excludes stations that produce illegal drugs from getting black marketeers, which is reasonable.

However, this did not check whether such drugs are already being traded on said stations. Examples are: ARG Trading Station, Teladi Trading Station, Free Ports, PIO Spacelab, etc.

This means, it is entirely possible for black marketeers to spawn onto e.g. PIO Spacelab, creating a very strange situation.
The future awaits.
