So i started searching which ships are available in special diplomacy mode.
Here is a list of them. Pirates and goners shipyards cant be targeted for agent.

if Argon, telady and may be other M7D are loosing a drone, they have replace problem.
So solution that i found was to capture your own drone from drone manager.
By default, you cant command drones. You only can give command to drone carrier. So there is two ways to land drone on HQ:
1) Send drones to map sector. Destroy the M7D, so the drones will not be able to return to the base after finishing their work and will hang on in space. But they still don't accept commands. You can not give them cargo or move into them with transporter, but if you fly up to the drone in a spacesuit, then the hotkey "Enter ship" will work. From this point you can land drone like a normal ship. Get SETA ship and go to HQ. You still cant give commands so you must land drone manually.
2) Second way is the same, but instead of destroying M7D you can wait drones near their docking bay and catch with enter ship hotkey. I made it for first try, its not so hard. When you are in ship, drone manager still can control drone. Even when you land in HQ drone will undock. So may be its possible to land, change ship and start reverse engineering faster than drone will undock, but a cant prove that.
