[v2.50] Buying the Licences of Plots - Fix in a future build.

  1. Claim ownership of 1 sector.
  2. Create a new plot there.
  3. Notice that you have to pay 0Cr to get the plot "properly licensed", otherwise "it would upset the local government" (which is me myself btw)
I am thinking maybe skip the licence buying part, because we are paying for 0Cr anyways.
The future awaits.
