Help: Can't Assign A ship to another Ship

I'm trying to create a combat group, But I can't assign a ship to another ship. Even Yisha says "A Ship or Station with a commander",
The ships commander has a "subordinates" page, that lists "0" ships...

Everything points to this being possible, but as far as I can tell... it just isn't...

Please tell me how to do this?

I think it was coms to the captain you want to assign and instruct him to work for the captain/defense officer of your choice, bit hazy the last bit.

I can't select a ship, as the option is greyed out, the option only becomes available if I select a station or construction vessel ( in the case of the construction vessel it has to be deployed.. I think ).

Something appears to be broken...
