Asking because I was recently running several tests to confirm whether black market traders (aka shadyguys) really exist.
I am running a moderately modded game, but for some reason there are absolutely no comm signal leaks on TER/PIO stations (check via Signal Leak Hunter). I am interested to know what might the TER/PIO shadyguys buy from me, but it seems they can't even create signal leaks for me to check.
Can TER/PIO get black market traders?

Update: given I have the Cradle of Humality DLC, and Scale Plate Pact traders will buy Stimulant, then I can guess TER/PIO black market traders will buy eg Spaceweed in turn.
The question remains: does TER?PIO stations have comms signal leaks or was my quick test wrong somehow?
