Unable to claim Hyperspeed Access Point in time - answered
I'm posting this here because I'm unsure if this is a bug or actually working as intended and I'm just missing something.
The HAP in question lies in Paranid space, Preacher's Refuge to be exact, and I'm attempting to claim it for my own. The problem is that I am physically incapable of reaching one of the Explorer's Guild representatives and starting the dialogue there before the Paranid have claimed it, leading to the standard "You need to find and activate a hyperspeed access point..." dialogue. Even having a jump-countdown running for Cardinal's Domain Delta (where a stock-exchange lies in com-range of the jump-beacon) and dropping the final relay on 90% isn't quick enough, the Paranid's must be mashing their keyboard pretty hard.
Is this the way the system is supposed to work or is it a bug? If the former then I'd appreciate any hints at how I can get around this.

It is working as intended.
The AI would have already decided to claim it, but it won't happen until you unlock it. You need to be quicker at unlocking it in the first place then to claim.

Thank you for the quick response, in that case I'd like to request that this is reflected somehow in the details of the HAP (the "owner"-attribute for instance) before I start setting down relays for it.
If it's unclaimed and available there should be a realistic chance of claiming it, while if it's for all intents and purposes impossible to claim in time after unlocking (because the AI has already effectively claimed it) then this information should be available beforehand.

Unfortunately it doesn't quite work like that. The AI only know they plan to claim one, but they don't know which one they will. They will only claim ones that have been unlocked. If there are none available they wait until one becomes available.

I see. That's a shame, personally I would have preferred it if there was some way for the player to interact with this beyond simply being faster at putting down relays (been delaying it until I could also put down Accelerators at the same time).
Maybe a second-stage to the initial relay-mission where you had to race or delay an NPC hauler (or maybe even cause an unfortunate shipping accident...) on it's way to put down their TOA with the first person there getting ownership. Or an agent-task where you could buy/steal/cheat your way into ownership. Basically anything that isn't an arbitrary cut-off point.

How to acutally claim? I've unlocked a few but don't know what to do to claim the access point - all are 'unclaimed'. what do you do?

I've discovered an Access Point, even put down all 3 beacons on it and went through it. It's still unclaimed. How do I claim it?
Right now, I'm docked at a station with a Guild Representative, just trying to figure out what to do.

Find a guild rep at a trade station, equipment dock or shipyard.

I don't have the option to pay for the rights. All I have are the usual, What's the Guild, What's Discovery Points, Turn in points and want to build TOA. The last gets the default "find a HAP first" reply.

Can you upload a savegame please? Savegames are stored under Documents\Egosoft\X3FL\save. Simply upload it to a file sharing website (like Dropbox, OneDrive, Google Drive, easyupload, file-upload.net etc.) and post the link here.

Just com the Representative from the location.
The HAP is in Duke's Citadel in the next sector. You can right click on it and see that it's still unclaimed.

I tried you save and activated a new HSAP elsewhere and got the option to purchase a TOA for that new HSAP. So it appears to be a problem with that particular HASP in Duke's Citadel.

- Those two sectors with a gate behind HSAP are reserved and can't be claimed by the player
- There are 9 available sectors per game. Those sectors contain a blueprint container
- The other factions only start claiming these, when you built your first TOA
you can always choose the 'best' sector for yourself
- You can save before dropping your TOA and look, which of the remaining 8 sectors the other factions claimed. It is totally random and can be changed by reloading

On maps I've found on the web, there are a lot more than 9 of these HSAP sectors and even more than two with gates behind them. So, only nine of these exist in a one game? And I don't need to race them until I place the first TOA? I can explore them first?

There are 25 HSAP sectors in total. Each new game you randomly get 9 out of 21 to choose for player expansion. Two of the remaining four are reserved for some old friends
there is always only one Sanctuary of Darkness and Unknown Enemy Sector active per game. 
And yes, you always call "dibs" on your favorite of the nine. This costs you one million credits at the Exploration Guild and gives you the rights and blueprint to build a TOA to claim the sector. The exact instant you drop your TOA, the AI claimes one of the remaining eight sectors and sends a TL with a TOA from the closest shipyard. You now can choose a second sector out of seven for 50 million... after building a third TOA, the two reserved sectors should then be claimed by the AI and

If I read this correctly, once the AI claims a HASP, the player can't build a TOA there anymore, right? And the AI will claim one right after the player. So, the player can only claim up to 5 of the sectors available, correct?
