[TC/AP] What does "Lock Throttle" control do?

Under menu "Controls" -> tab "Game" -> section "Flight Controls" there is a key "Lock Throttle". What exactly does this key do?
X3TC (vanilla+bp): X-TREME/X-TREME 2019-08-31
X3AP (vanilla+bp): Opportunist/Harmless

Isn't that the control to match speed with your target (if your ship is fast enough)?

No, match speed with target is a different key.

I think that's if you're flying with a joystick, so you can release the throttle and not have it immediately come to a stop.
