As of now, we can assume that there is no solid known cause for this. Otherwise it would be hotfixed

I'm going to provide in my opening post my config, and update this first post with what others have provided along with a condensed list of links to screenshots/etc.

No single core maxed more then 88% when I launched several waves of swarm missiles against several Xenon Clusters who have broken apart.
FPS Rated by FRAPS and the EVGA nVidia Tool from start of game to exit
FPS: 18-22
GPU1 Temp: 63C
GPU2 Temp: 55C
CPU Temp: 46C
Case Temp: 31C
FPS in the following:
Crysis: 45-60fps vsync - 45-90wo/vsync
Bioshock: 60fps - 130wo/vsync
Assassin's Creed DX10: 55-60fps - 80 wo/vsync
Supreme Commander: 60fps - 190 wo/csync
Sins of a Solar Empire: 60fps
The Witcher: 60fps
America's Army: 60fps
