Let's say that 'hypothetically' I'd already created a mod that allows a very small chance of purchasing Temporary Security IDs from black marketeers.
What do you think would be a good chance percent? A low chance would be expected, but will also mean the chances of seeing one at any particular station would be next to nothing.
What would you expect to pay for such a service?
If there's enough interest in such a mod, I could release it once those details are nutted out. It's really just a modification to my Black Market Seminars mod anyway.

Could price be linked to the value of the station's product in some way? Maybe a fraction of the base price value of what could be stollen in a single hack supported by deactivated defenses?
I have zero experience with stealing from stations so far but that would seem like the most profitable short-term gain I would want to value the ID with if a was a shady blackmarket dude.
If that makes sense but is too complex, maybe there's a simple surrogate based on station type or possible station specialist (e.g. Precision Engineers supporting more profitable products than Food Technologist).

All I've done at this stage is add the ware entry to have some chance to appear in the black market trader inventory. As far as I know, the price comes from the wares.xml file, and isn't variable while playing. I've only used it a couple of times (at 1% I don't see many), and used it for hacking the trade console to get a discount. The results were less than inspiring, if it worked at all. I got a hacking successful message, but the station still started flashing red lights, and the details didn't show a discount related to hacking. The other discounts I certainly wouldn't call large (a couple of %) so most of the time I don't even bother landing to get it.
I've never tried stealing containers either, but I think you hack the storage module externally with a Trojan drone to get it to dump containers. I beleive you can use the security ID to hack the security console internally, which will increase the time to grab the cargo before the station starts shooting at your capital.
Then again that could be the other type. There is two types of internal hacking, one with this Local Temp Security ID (usually crafted from items found hidden in stations), and another with the crafted item from hacking chips, xenon components, etc. I know this type is used for getting discounts, but not sure which of the other hacks require which hacking item.
