So one thing that was brought to my attention by folks with deep knowledge of the depths of the code and structure of X4 is factions are prevented from spawning jobs to increase production and scale, and likewise, from removing them to lower scale and output.
With the upcoming Diplomacy update, we will be able to influence the Galaxy to a great degree. Which will of course, involve pushing factions into wars or out of them.
So what if...
A smaller faction is pushed into conflict with a large one, then the smaller faction can gear up, boost their economic output by spawning the needed jobs, build the stations, and the military, so they can fight effectively against the stronger opponent.
Likewise, after the war ends, the faction can delete the unneeded extra jobs and scale down.
This would be useful and interesting for two reasons:
1) So smaller factions aren't trounced by goading them into conflict.
2) When the player faction becomes quite strong, other factions that become hostile to them can gear up and adapt to the player, and potentially... wipe the player out. An arms race, so to speak.
But we'd need the functionality for the AI to adaptively spawn new jobs and functions, or remove them, as needed.

They can start with scaling down. Looking at you VIG with your vast fighter swarms and no enemies.
Like sure they have "enemies". But how often do you see them engage anyone or defend against incursions.
