[#4233] [7.60] [Bug] Yaki Raiding wings do not respond to being attacked

Modded State: Vanilla
Gamestart: Stranded
Nature of the problem: see below
Possibly relevant: only avarice is loaded
Steps to reproduce: Enable Cradle of humanity, Find an attack a moreya, they will let you shoot them - so can and will defense npcs. As long as you don't attack the lead kurokami they won't retaliate

This is a long standing issue, and causes the yaki to (nearly) die out after just a few hours.
