Are you using any mods, or have you edited your save?

I looked at your save to see what the issue was, and you have an excessive amount of inventory items, far beyond what even the most dedicated player would have, as well as an abnormally high amount of credits for an empire of your size.

Somehow the save isn't marked as modified...
