Stealing plans

I am in an unusual situation, the game wont allow me to steal any plan.
using the emp, place it, go back to the ship, detonate, back out scan the first out of four ( on a flat surface easy to see them) scan one and once scan the others disappear. making it impossible to do the pirate quest, or grow as it was intended. using all the dlc, game and dlc bought from steam.
I kept the save files at just before the hacking (2 of them) tried in two different game version the regular one, and a budgeted one to see if this was game wise or just DLC. tried multiple of times, again being a newer player had to learn a few tings before making this comment to be sure it was a bug. No mods are used.
