This is not a modded save.
My game start was "Custom Game Editor (Budgeted)". It did not incur a ***modified*** game penalty.

I'm experiencing a similar kind of issue. It also seems like this might be exacerbated by trade orders drying up, although in my case more from low demand than low supply.
I have a series of factories in Ore Belt, with a sector activities blacklist set to only allow activities in Adventure's Promise. This was working alright at first, with miners heading that one sector over to mine, as expected.
Now the behavior has started to become unstable. Some miners just ignore the blacklist, queue and execute on an order to automine directly in Ore Belt. Manually deleting that order results in it coming back again to mine in the wrong system. The resources it wants are even still available in the whitelisted Adventure's Promise, so it should (?) have no reason I can see to insist on staying in Ore Belt. The station's manager has enough stars to go the next system over, and some of the miners are still doing that.
I have tried setting the blacklist behavior just on the individual miners, just on the station commander, and on both, with no success in any config (re)achieving the desired behavior consistently. I also tried adding a travel blacklist on top of the activities blacklist, which didn't help either. Neither did changing the activities whitelist to a blacklist for everywhere except Adventure's Promise.
My save is not modded, although I do have all of the DLC. This is on the stable 7.50 release, no beta.
