Are there any mods that change the UI visuals? Is it even possible to do that?
When I say visuals, I am not just talking colour changes. Like, can you change the UI art it self, like you would be able to for ship skins?
Is there visual UI mods?

Not that I am aware of. You can achieve cooler looks ("Flat UI") when you configure the colors correctly through accessibility settings. There is a UI mod library which is used by many other mods to enable menu interactions etc. - however, changing the UI itself is, to my knowledge, currently not possible.
You can walk through the game's graphical assets and find the icons used in the UI and change those, but that's about it. I know there was a mod that changed the ship icons in the map.
I changed my UI with colors to a flat-ish dark monochrome look and replaced the font, which already does something for the look and feel.
