I got the unfortunate luck that this mission targeted a solar power plant in my current game, and I cannot get it to complete now. I've sold e-cells for as high as 22cr but so far I've not found anything in enough need to go higher. What price would make it work? Does it have to be absolutely maxed out?
Every other time I've done it it's been hull parts and wherever I sold them was always good enough...

I'm not clear on this, but there should be Guidance and Instructions for missions. On the map screen there's selectables to the left of the screen. Hover to your mission objectives (check the tooltips). Right-click the mission on your missions list and Activate Guidance. If the mission isn't broken, following Guidance should walk you through it.
In the event the mission isn't updating in spite of completed objectives, then you've found a bug. You'll need to gather a little technical information (all you need to do is generate a couple of text files) and make a save. Make a note of the save slot - top is one, bottom is ten, counting down. Then upload the text files and save somewhere they can be downloaded from, and make a bug report on the Technical Support forum.
Full instructions are on the Technical Support sticky, and instructions for generating the Vulkaninfo and Dxdiag are also available online if the sticky instructions don't work for you. (For me I had to change the Vulkaninfo path).
The Devteam will need that save to fix this and learning how will probably only cost you half an hour tops. Be sure to read the sticky and provide any information they need.
If your Dxdiag or Vulkan software is updated the text files will be different. It's important to give them information that is as current as possible.

It did eventually work. I think what had happened was that I made the trade using the map, and this put off the update. But for some reason instead of just coming up when I next closed the map, I didn't get it until much later, and the objective remained active the whole time, so it looked like the trades I was making just weren't good enough.

Do you have a rollback save? Maybe you needed to trade more Ecell than you thought? Mission objectives should update close to immediately whatever the game is doing, unless there's a bug. Keep an eye on it, see if you can reproduce this. A rollback save would be ideal if you have one, otherwise we'll have to see if it crops up again.

I don't make that many backups, I'd have to go back well before the mission in saves backed up for the beta.
As far as the trade amount I am pretty sure it was the same measly 400 as with hull parts.
