[#3768][7.5] Patrol mission does not start

Steps to reproduce

1. Launch savegame. Situation: Active mission "Patrol The Reach"
2. Get through the gate in front of the player
3. Observe the mission progress

Expected result
The patrol mission countdown begins.

Actual result
The mission progress stays on "Patrol: The Reach" (see Screenshot), even after a few minutes
