OOS, Hit Chance, and General Balance Considerations

I've been putting some legwork into overhauling weapon stats for X4, but have ran into a problem with trying to balance for OOS as well. There is some general explanations for OOS that I can make sense of, but others are either unclear or have conflicting information.

Hit chance, for example. I have had some say to me that hit chance is the same across all weapons of certain types in OOS (so bullet weapons have the same exact accuracy as other bullet weapons, etc), which makes balancing weapons based on dispersion nigh impossible, as they would perform completely different in OOS if they have the same hit chance. An Egosoft employee just recently told me this isnt the case however, which kind of brings me back to the drawing board.

Does anyone know how OOS calculates combat in regards to each weapon stat (Damage, Rate of Fire, Dispersion, Bullet Speed, Het Generation etc)? And what exactly each parameter does? For example, the parameters.xml file has a comment saying hitchance is a global factor for OOS, with adjustments only made on each class of weapon (bullet, beam, turret, etc) but this seems to not mean what I think it means.
