I noticed that where their territory meets, TEL will build defence platforms in FRF sectors, kind of like ARG does to HAT. But in that case it more or less fits in with the lore, while I can't really think of a reason for TEL building in FRF sectors lore-wise.
They don't seem to do this to PAR/TRI, ARG, VIG, or QUE. Is FRF just flagged as a faction anyone nearby will put defence platforms in for some reason?

Think I've spotted the pattern for this. Usually occurs when there's a common enemy on the other side of a friendly sector, often XEN though not exclusively. It's also not an activity that only happens with TEL & FRF. In most of my games have observed the same occur in Second Contact II, with both ARG & ANT building defence platforms to hold the sector against HOP. In one of my games also saw it happen in Silent Witness I, TEL built defence platforms there in response to XEN conquering Hatikvah's Choice I. Perhaps think of such incidences as peacekeeping forces sent into a friendly sector to reinforce the defences against a common enemy.

Could be. I've seen ARG building defence platforms in ANT sectors, but ARG are the police force of ANT so I just assumed it's because of that. Haven't seen TEL build in any ARG sectors (yet). Maybe XEN will eventually take Hatikvah's Choice, though so far they seem pretty feeble, just building and losing defence platforms there over and over.

Occurred during my Spear of the Patriarch game. Had both Argon factions as -30 rep enemies & thought it might be useful to cut off reinforcements to Guiding Star & Eleventh Hour by helping XEN to take over Hatikvah's. Smashed everything owned by HAT & ARG which exerted control over that sector & XEN gained control shortly thereafter. Then spotted what TEL were building in Silent Witness I & as soon as they had a functional defence platform, smashed everything ARG owned in Silent Witness I too, flipping control over to TEL. Map of the region looked like this afterwards.

A faction will build into adjacent friendly sector if that sector contested by an enemy of the faction. That is seem intended. That happens even if Player is in control of the sector.

Holy Order usually contests antigone sectors in Second Contact by default relations. I think Antigone has its own licenses. They utilize Argon ships and templates to police themselves. They act as a full factions AFAIK. Hatikvah is a somewhat neutered or half-done faction in my experience. It's similar to free families.
