With resupply ships scattering L and XL dock times is critical. In my test save we have a fleet of Hyperions led by 'The Party Boat' - look on the fleet list for them, they should be in the sector you load in. The 'Party Boat' and 'Party Crashers' are armed with Main Batteries and Heavy Swarm Missiles, while 'Party Bouncers' are armed with solely Dumbfire Mk II missiles in a bid for range supremacy. 'Party Bouncers' are currently refitting with HQ while 'Crashers' I am attempting to refit onsite.
'Crashers' have all automatic refits queued with supply ship leader 'Party Supplies' which is bad dock optimisation. They should seek the supply ship with resources, which appears to be working, with the smallest docking queue, which definitely does not.
The Hyperions docking with the Honshus without callsigns were all manually assigned.

EDIT: Fleet leader is docking with a non-callsign Honshu, which shows that docking queues can distribute, but were not. I have to assume that the dock selected is completely random and that I saw a bunch of random rolls that were less random. Enforcing dock distribution levelly would still be a good idea, favouring docks with more refit resources in diminshing, levelled costs to try and make most use of resources.
