Low performance in busy area, no apparent bottleneck

Hey there, I am currently standing in an admittedly busy area and my fps is tanking at 15 fps.

However, most of my systems resources seem to be unused, there is no apparent CPU/GPU/RAM bottleneck.

GPU usage as displayed in MSI Afterburner around 30%
All Cinebench scores around the expected values
Game installed on SSD
Tried clearing up the "standby RAM", no change
Not an overheating issue, fps drop immediate on loading in, GPU/CPU have ok temps
I am running a modded save (19 mods) on v7.50, mostly small balance changes, biggest one probably Variety and Rebalance Overhaul as well as 1 weapon pack

Short specs:
i9900k
2080Ti
32GB RAM

The reported figure for CPU utilisation by external tools is often very misleading. CPU utilisation of 30% is probably across all cores, but very few applications can reasonably be expected to use all cores all the time, and X4 is no exception. One or two cores will normally be very busy, and forming the bottleneck for the performance, while others are doing varying amounts depending on the situation. Note that even tools that analyse CPU utilisation down to the individual core level don't always give a clear picture, as WIndows has a tendency to move the load between cores, making it look like none of them are particularly busy during a longer sampling period.

If you are in a busy location then you are almost certainly limited by CPU, and perhaps also memory access performance (that's the speed of the RAM, not the amount of it), and this is particularly true if you have a game that is modified with performance-hungry mods like VRO.

Hey Angarok, could you try an even busier station that isn't anywhere near an asteroid field and check if the framerate is better or worse? My hardware usually runs the game at the refresh rate of the monitor almost everywhere but I have been seeing strangely severe fps drops in locations that should not have any, the only thing that stood out to me was the presence of asteroid fields in every one of those spots I can recall so far. I'm playing unmodded btw in case devs are wondering. :)

Have you reported it and provided a savegame? If not then I suggest you do, and preferably in a separate thread so that it doesn't get buried with a possibly-unrelated issue here. :)

Hey good pointer there, I will keep my eyes open, although it will probably be difficult to find two stations next to each other engaged in all out drone war I suppose?
