[#3581] 7.5 Explore thru gate order ignores sector awareness AND blacklists

Select my Erlking and order it to explore through the gate to The Void in Second Contact II. Observe that this path takes it to a gate it's never seen, leading through Xenon space.

Note: one of my blacklists was set incorrectly to "dangerous regions" instead of "owned by enemies". It *does* appear to ignore blacklists, but to see this you will first have to rectify that in the blacklist "default travel".
