Without knowing exactly what "turbo game mode" you are referring to, it's hard to say. Generally speaking, though, any kind of overclocking of your system may have a positive effect on performance, but it does so at the risk of introducing instability. If you have good cooling and a good power supply then you could try it, but if the game starts crashing then I'd suggest you set it back to normal.

Game mode is a feature introduced in the newer bios setups it deactivates the extra threads so in my case it would be 8 threads instead of 16 and deactivates smt but gives more power to the main cpu cores. so the questions is does x4 like more threads or more less threads and more power to the main cpu cores

The limiting factor for performance in X4 most of the time is the clock speed and memory access on one or two cores that get used very heavily. That on its own would suggest that the game could benefit from such a mode. However, there are numerous other threads used by the game which need other cores to run, and there could theoretically come a point where collectively these could start to have an impact on performance if there weren't enough cores available.
Quite frankly I'd suggest you give it a try and see. We'd be interested in the results.
