Do we really need to generate the local area when remote comming our crew?

Seems like a waste of performance tbh. I don't get why I can't just tell them to go somewhere by email or something. Though at least this one is useful when curating crew.
But that aside, I've literally seen on the map how it transitions from OOS to IS when I comm someone. So why?
