[#3513] Hyperion Fleet has Bad Shoot to Disable

To reproduce, instruct the Hyperion's escort fighters to Attack All Surface Elements - the target for this bug report is the Boron Defence Platform which I've been using as a testbed.

Then order the Hyperions and the fighters to Attack All Surface Elements as a group.

I noticed the Hyperions hadn't properly activated Shoot to Disable behaviours so ordered them as a specific group. Shoot to Disable activated and they closed to range but are either trying to fire missiles but overidden because it is a station or for some other reason are not in Main Battery range. I'm not sure if this behaviour triggers if they are not given engagement orders with the fighters first and will test that shortly.

M turrets can fire Heavy Missiles I think but automatic resupply always downgrades them to Light ones, and it would be nice to be allowed to use missiles against stations, but that may be intended and not a bug. :)

Currently testing Hyperions ordered distinct Shoot to Disable. They are staying too far back for their Batteries to be in range.

Ordered them to standard Attack pattern. To my shock they were in range and were not shooting. I have to assume they couldn't get a return ping on any hardpoints, but that station still has active hardpoints they should have been seeking.

If you are using AI, remember, AI treats Hyperion as an L class destroyer. Do standard destroyers work as "shoot to disable"? I haven't really seen that work as they simply just kill the target.
