[#3502] Automatic Ship Replacement Seems to Truncate Parallel Wings

My fleets use a highly nuanced structure - each fighter takes a unique interceptor wing, leaving lots of parallel wings across ship types. (If the dockable S ships divide by three they get two Interceptors).

These are not properly restored, they restore into the top wing and the top wing doesn't expand back into subwings once full.

The Osaka with the ID leading ADD-NNN demonstrates the result of this behaviour. Simply walk a layered subwing into the hazard zone, if there's one left, to demonstrate.

I'm aware that most people just use consistent one-layer wing hull types but I value the more nuanced response from the Interceptors this strategy enables, and Automatic Ship Replacement allowing this extra mobility would be nice.

Apologies, nota bene: This behaviour only seems to trigger for the Honshus which have three layers of Wing - M, Fighter, Interceptor. The Osaka two-layer wings take Fighters and Interceptors and while i haven't checked them I'm expecting them to restore normally because an Osaka would have to go down for mixed subwings to come into play.

It seems that the problem arises from wing leaders in parallel structures not repopulating properly, but if the subordinates are there to hold the structure they repopulate fine on my test saves. So the bug seems to be caused by needing to populate two or more wing structure layers up when there are no wing leaders left - ships need to be able to fill in for and restore more than one layer of a wing at a time, and also need to properly overflow into parallel wing structures.

If the problem is wing roles, a wing which has been completely lost could be given a KIA flag under the hood typed to the orders they had while still in the field, which will then default back to their orders while repopulated. Or you could allow wing roles to be retained even if all ships in a layer are KIA.
