Spawning of the ship dealer / work bench at stations

I have a ship building station with both XL/L/SM construction bays.
I have noticed that in my game most times the ship dealer / work bench is spawned inside the S/M construction bay.
This place has such a boring view, plus if i want to, i can always go to the construction bay manually.
Every so often the ship dealer spawns at one of the docking bays like it does on stations that has only XL/L construction bays.

This kind of tells me there must be some kind chance implemented to where the ship dealer spawns.

The thing is, I would so much like to always have the great view I get, when the ship dealer is not inside the s/m construction bay.

So, would anyone know what defines where at the station the ship dealer spawns?
