Aux ships not reserving enough hull parts causing massive repair queues

I have several aux ships and they can't repair & resupply my ships. A lot of ships need repairing, but the aux ship only stocks 3 hull parts MAX!
This is not enough to repair a single small ship, let alone the 30 fighters it needs to service.

In the attached save file there are several Nomad vanguards that have swarms of fighters waiting for their turn, but not a single ship is being repaired.
