[fleet management help request] Cannot get ships to NOT attack disguised MIN Raven

I have fleets blockading Windfall I Union Summit because negotiations with the Vigor Syndicate have gone... Poorly. However, I have been repeatedly and almost inexplicably losing massive amounts of reputation with the MIN. I have recently made this explicable: The MIN have Ravens flying through VIG territory disguised as VIG ships, and they are running right into my blockade fleets (using Position Defense around the gate). In an effort to combat this problem, I have done the following:

Fleet authorisation override (all ships) to set MIN to defensive only. (originally tried Honorable, same result)
Fleet authorisation override (all ships) to set VIG to defensive only. (originally tried Honorable, same result)
Attack On Sight disabled for all positions on Position Defense.
Carrier (Shark) changed from Protect Position to Hold Position.
All laser towers removed.

I cannot get my ships to not attack these ravens, no matter what I do. None of the provided tools for managing what they will and won't attack work. I am not enemies with the MIN at present, so there is no reason for the Raven to be initiating hostilities, but my entire fleets swarm them instantly, even in high attention. What can I do to make this nonsense stop? Fixing my reputation with VIG is an impossibility, and I will not allow them to harass my traders with their barbarossa fleets by removing my blockades.

Honorable setting should work - i used it to make my defense fleets not attack SE's to give the Xenon more resources to build with.
And it still works that way in the current beta version for me as far as i can tell.

So if your game is unmodded you can upload your save and post a bug report because honorable should do what you want it to do (and what it explicitly says it does, unless Ravens count as military ships for some reason).

My game is indeed unmodded. What is the recommended method for save file uploads? I made a copy of it just in case with a raven a few seconds away from jumping into my fleet.
