Join the HAT mission isn't showing up.

I was trying to recruit Dal following the Terran covert ops quest line. Followed the quest marker to the system where the quest updates to investigate HAT politics. Explored the entire system, farmed the xenon coming out of a gate. I'm currently sitting at +19 relation with the HAT. And still no email or updated quest thread to pull on. Have I broken something? Do I need to drive relations with the HAT back down?

If you ever entered Hat space you may have accepted the mission, it should be “join Hatikvah trade revolution” or something, finish that mission line to completion, you have to select the mission and set to active to get renos office to appear in Hat trade outpost

Also buy and sell advanced satellites or board construction ships with marines to make the big $$$$ needed to build factories

The station is still there, right? If not the mission will relocate to another HAT station.

It can sometimes bug out too. I've had it happen to me before. It will come back.
