Nice to have in Creative Custom game: faction tuning

It would be nice to have faction tuning in custom games.
This includes:
- faction behavior: (I assume the options do exist in the game because according to observations factions do behave differently.) for example, aggressiveness, tendency to various activities and such. Would be great to see and set all available options.
- standing between factions, for example, possibility to make Terran and Xenon allies and so on.
I suppose this would extend this playground.

More options to make it truly creative would be nice.
We already can have Xenon ship blueprints, another step further would be fun.
Maybe even let us spawn extra starting faction properties? It'll be extra from the job system and if killed would stay dead of course, I assume similar to how the deliver fleet missions work since afaict those are also extra from the job system.
