[7.1] Avarice tide, ships freezing in place with flee order

Game Version: 7.10 (538965) English
Game State: Vanilla / Un-modified
Game Start: Open Universe, Stranded
Problem:

In the avarice systems, when a tide alert occurs. A subsection of ships, which do get the flee order, instead of exiting the system or docking freeze in place. For sub-capital ships, if not spotted this means destruction.
This reliably happens to all manticores in the system, meaning having to shift production to windfall to be usable (going back every tide to manually fix ships is not fun for a player). This also happens to other ships, such as trade ships but normally the scout left, only 5 days into the 8 days playtime did it get destroyed.

The trade ships run repeat orders trading resources, they are mining ships trading scrap between stations.
The scout ran repeat order, update trade offers.
Manticore was using repeat order, salvage in windfall then delivery salvage to nps stations in avarice

Other trade ships have also frozen. In the majority they where using repeat orders based trades.
