"Trade Partner Is Blacklisted"

I set up a few ships performing Fill Shortages recently and limited them to trading with FRF, ZYA, and TEL because I want them to boost the ailing Split economy before they get wiped out by Argon. Now, occasionally they will fail an order, displaying the message in the title.

So... why? Shouldn't the blacklist be stopping them from trying to make trades with blacklisted factions? Does it really work by failing a bunch of orders until one actually works, and if so, doesn't that slow down the ship's ability to trade?

I'm actually starting to think this is bugged. Noticing that of the three ships in this mimic fleet, ONLY the leader has this issue, and it has had the issue consistently. Even when I re-issue the order. Its two subordinates are however working fine despite inheriting the blacklist "SPL Traders" from the leader.

edit: added two more subordinates and still, every ship works except the fleet leader.

experiencing same behaviour, i do have blacklists, affecting other large miners in this station, but i checked these new m miners i created do not have those black lists applied to them

Are they using mimic or you're getting it with something else?

This appears to have resolved itself when updating to the beta.
