Unauthorized kill notification. Who? Where?

I am getting an "Unauthorized kill of bus" notification, but the message doesn't say who did that or where it happened.
Since it's a bus, I suspect it is a flak turret set to "Attack all enemies" that saw some criminal transport and nuked everyone around it.

Rather than going though dozens of ships to see which have this setting, I'd like to know how where the event happened or who did it.

I found this old post that says "two lines of code to "notifications.xml" to know the sector in the newspaper".

But for the life of me I cannot find this mysterious notifications.xml file in the base game. Where is it?
