No xenon ship anymore

I have started a mission but no Xenon K ships appear.

Unfortunately, no H either, therefore no research xenon techno possible.
No more stations are being completed either.

Ok, I have taken over most of the Xenon sectors. But there is still a space dock in Emperor's Pride VI.

I have all expansions active. No mods. 7.1.

There can be no Xenon production/building if there are no remaining Xenon S miners/suppliers, or if those that exist or can be built cannot get to/from all 3 resource sources (ore, silicon and energy cells) to supply the Xenon stations and buildstorages that need them.

That would not be a technical issue but more a result of player and faction expansion and clearances during your game.

The AI starts new stations but does not create new ships? Kha'ak are also created. And why doesn't the existing space pier build new S miners?
If I had completely destroyed the Xenon, the AI would not be allowed to start any new stations. Not plausible.

I just destroyed a few module of an existing xenon station (station not completely destroyed), and the AI is rebuilding these modules...

Because building ships requires all three build resources to be available and that cannot happen if there are already insufficient S supply ships and miners to get them if needed. It may be the Xenon Wharf has run out of one or more of the three essential resources, or is building fighters as a priority rather than Xenon S.

Near invisible Xenon station plots with a module with 15% hull can be started with no resources if within the overall cap number, but they need all three resources to be delivered to the build storages before any useful further development can happen.

Xenon station module repair is a different matter as Xenon station drones (you can see them if you get close enough to Xenon station module wrecks) can 'recycle' resources from damaged modules to repair other needed modules. The mechanic for this is bit strange as it involves the repairing modules going invisible for a while and they usually are only (if IS/high attention) targeted by turrets with the appropriate orders. This is why Xenon stations with zero hull points and everything looking destroyed or missing can remain until the last repairing module is destroyed.
