Hatikvah's Scrap Processing Stations being built without S/M Dock and thus ... well... incomplete forever and don't function properly.

No, after installation started a fresh game on 7.10, played a couple of sessions and encountered them by accident (looking for good EC prices for trade, and those would pay quite well, due to not getting served for obvious reasons).
