Amongst the Argon, covert op, getting stuck

I've done this many times before but never once had a problem. I think...I forgot the detail...

So here goes, I was able to disable the repair terminal, and then I was supposed to use the EMP...
And the target is inside a s/m dock. and it has a half transparent protective shield around it. and I've tried many times I can't get the EMP bomb to go through that protective shield. it always stop at the edge of that shield....

Is it a bug? or do I miss something? How to fix it?
