[#2942] 7.10 Gather fleet misison does not take docked ships into account

I wont bother writing expected and bugged behaviours as the title is self explanatory. here is a savefile where you can try and get this mission fleet to its destination. notice how the ships dont count until they are undocked: https://easyupload.io/a71fex

This behaviour have been in the game way back (before 5.10).
That is 1 way to avoid game detect wrong (player's own) fleet to become selected as handover fleet if it's operating in same area.
