Save is unmodified, with Custom game editor (Budgeted) start.
When placing modules for my PHQ often times I cannot place a module despite the fact that there is ample room for said module. In this example shown I cannot place this cross module in between two other cross modules despite the fact that the size of the cross module is the exact same above it with the space in between being the same as well.

I have saved the current build plan and re-entered it to see if that could fix the issue yet I am still unable to place a cross module in that location. There is nothing in the way of me placing this module.

This has happened in HF2 as well, it just wasn't nearly as common of an issue as it is now.

Just for the record, absolutely nothing relating to module placement has changed between HF2 and HF3. The only change was to police scanning.

I know, I'm just saying that it was just showing up more often. Probably something to do with the PHQ specifically as when I was designing stations not related to the PHQ this issue hasn't been occurring quite nearly as often. I can occasionally place modules in the desired location by moving my mouse around a bit, the module remains in the place that it says it can't be placed in but just suddenly turns green for some reason after moving the mouse to a slightly different location, but there are some places where that doesn't work and I can't place anything there despite the fact that it's just a control-c control-v pattern with modules that otherwise should fit in where I want them to fit in.

I have done some more testing in module placing and I have noticed two annoyances when it comes to trying to build a station.
1. When trying to connect a module to another module, sometimes the module you are trying to place will switch orientation without you wanting too and said orientation that it switches too will always be the orientation any piece will be when trying to connect it to the other piece. The only fix I could find for that is to rotate the piece that you are trying to place the other piece on so that the orientation that the piece that you are placing snaps in the way you want too as you can't chance orientation of the piece you are placing until it is placed where you want it because of this bug.
And two, occasionally there are spaces on the station you are trying to build, commonly spaces that are surrounded by 4 modules on each orthogonal side, where you cannot place a module, without some mouse wiggling (sometimes that doesn't work), despite the fact that all you did was make a 3x3x1 square of the exact same module, so by definition the same module, which is the same size as all the others, should be able to fit in between the others but it does not.
I noticed both bugs commonly when trying to make a 1 module wide rectangle of storage units and attempting to place a E-dock module directly on top of the rectangle. Despite the fact that I told the game to place the module in the orientation that makes it lengthwise with the length of the rectangle, it would force rotate itself so that it was lengthwise to the width of the rectangle therefore I could not place the module despite the fact that it could fit there, it's just the game is preventing me from doing so by casing the rotation of the module I want to place being different from my intended rotation.

Here is some visual proof to some of what is happening whenever I want to place modules in a specific manner. The first example effects quite a lot of module types and places, usually preventing me from placing any module in that location despite the module being able to be placed there if it was just rotated the way I desired it to be in the first place. The second example in this clip shows what I was trying to describe when I first made this post. Sometimes I just straight up cannot place a module in a specific place despite everything point to me being able too. Sometimes the game even says I can for a frame every so often when I move my mouse a bit despite the module I want to place not leaving where I want to place it.

Edit: Did not know that my recording software was not recording my mouse, but I was moving it when the module was not moving, albeit very slowly to try to catch that single frame of me being able to place it. Even if I stop my mouse exactly to when the green appears to the frame it still turns red despite nothing changing.

The designer not allowing you to place modules within a grid of the same module is almost certainly because they are overlapping each other - even if it's just due to a rounding error or something, the game sees them as crossing each other's bounding boxes.
I know it's not the ideal solution, but you can always turn off module collision - even just temporarily while you place specific modules like this.
To do so, select the cog at the top of the screen, and check the box marked 'Allow module overlap'.
This will allow you to at least place those tight fitting modules.
I tested this as a working solution in game myself with the specific example in your clip with Teladi L Solid Storage modules - as seen here.
I know it's not the ideal solution, but you can always turn off module collision - even just temporarily while you place specific modules like this.
To do so, select the cog at the top of the screen, and check the box marked 'Allow module overlap'.
This will allow you to at least place those tight fitting modules.

I'll turn off module collision I guess. I tend to build stations as dense as the game would allow me so this issue was probably giving me more issues then most people.

Often when this happen save your changes close the station editor and reopen it again. This solves this issue 9/10 times. Its not a consistent case to reproduce but does happen.

I can reproduce at least one version of this bug.
1. Select a module to place so that it is dragging around with your mouse. Selecting a module with 'Copy module' also works.
2. Move the module to an empty space or snapping point
3. Right click to cancel placing the module.
4. Select a new module.
5. Move the module to the same empty space or snapping point as before.
6. Notice the empty space is now unusable until the editor is reopened or changes are saved.
I suspect the 'collision' box for the module is left behind when right clicking. The module was not placed so it was cleaned up when exiting the editor. If the 'collision' box was somehow saved through another method I could see that spot being unusable, permanently.
