Was Garage mod nerfed?
Garage mod increases "unit" capacity. Some online sources list it as +100..+300%. In the game, however, it grants whopping....+1..+4, which is completely useless. Was it nerfed before?

Your online sources are wrong. As far as I can recall it's always topped out at +4. Have been playing since version 1.0 & enthusiastically modding my ships throughout. Garage effect is one of my favourites, although I tend to prefer Lubricator instead since it effectively combines 3 green chassis mods into one blue mod. It's a drag reduction mod which also provides the effects of 2 randomly selected green mods, one of which is extra drone capacity.
I find it far from useless. When flying a destroyer I use this effect to store repair drones on a docked S ship, so they can't escape in the middle of a pitched battle & get destroyed fixing an irrelevant scratch. Means I can save them for when it really matters (such as blown engines). It's an effective workaround for the lack of an active/inactive setting for repair drones. When flying a frigate (my favourite ship class incidentally) an extra +4 drones can provide a significant increase in overall capacity, particularly for Cobra which can only carry 5 as standard.

I basically assumed that the mod can significantly boost storage, and as you can imagine +300% would allow you have 45 drones on a frigate, and 300 on an AUX, which could be a lot of fun. Sadly, turns out it doesn't work this way and drone swarms, while interesting, have severe flight speed limits. I was looking into it, because I'm currently trying frigates after flying corvettes and wanted to see if this is a viable approach.
