The most restrictive option currently is "defensive" meaning the ships will defend only. But in many cases, I do not want them to defend at all, especially if my allies get angry at me for friendly fire and start to return fire. I don't want my fleets engaging in combat with my allies against my wishes.
To me, the most obvious solution however would be to make it so that any unintentional fire from turrets or main guns of AI controlled ships, when they were not targeting the ship that was hit, does not result in any rep loss, whatsoever. To heck with the fear that people might "exploit" this somehow by causing turrets to hit friendly ships without targeting them. That should be a non issue. The only time rep loss should be an issue is if the AI controlled ship or turret intentionally hit their target, or if the player controlled main gun hit a ship that was not targeted. All AI controlled stray shots should not result in any rep loss under any circumstances.

I would really like two levels of this, one for allies so things don't escalate, and another for factions I am at war with whose civilian ships I don't want destroyed (there's hardly any reason to defend against those anyway).
