Is it common that TEL rebuilt their stuff in other races territory?

Is it common that TEL rebuilt their stuff in other races territory?

Just wanted to ask around if someone else observed this behavior and if it's something common or rather unusual in the X Universe.

So the thing is, that for some reason, TEL lost both Wharfs and Shipyards and - so it seemed - never rebuilt them. So basically they were down to what they had in terms of ships and were unable to built new ones.

I was pretty annoyed, because I usually bought my stuff there, but well - that's life. I thought eventually they would rebuilt. They did not. I thought.

Recently I re-visited some of the FRF sectors I had not been in for quite some time and discovered new signals on my long range scanners. I mean: really far out, not even within the original dimensions of the Hex.

And boy what did I find... TEL built a pretty nice new Wharf and had a construction site for a shipyard just next to it.

But wtf, actually? Is this expected, that factions just start rebuilding their ship production outside their own territory? Is this somehow explainable? Like, I mean, with a logical explanation why they did it? I am assuming that the number of wharfs / shipyards is limited by the game, so when they build them in split territory they won't be able to built additional ones in their own territory until someone wrecks the misplaced factories, right?

Yeah. I've observed this.

What seems to happen is that a stray Xenon K a few days into the game comes along in Profit Center Alpha and snipes the Teladi Wharf/Shipyards. Fires of Defeat (Victory) has a tendency of being contested by the Xenon, which in turn makes the Teladi want to contest the system too because they'll technically border the Xenon via Two Grand, so it's possible that they'll rebuild their ship production in contested space, but in my case, they rebuilt them in other Teladi sectors (Bright Promise).

It seems to be normal behaviour AFAIK.

Yep, in my game (is an old game, not even remember if I started it in 5.0 or in 4.0) they built factories and Defence Platforms in Fires of Defeat, despite that the FRF/ZYA never lost the sector.
