I did build a lot of defence modules on the PHQ for a "combat-teleport" into Windfall 1, VIG had quite an exessive amount of fighters. After some hours of merciless killing, handing all 3 Windfall sectors over to the Argon and finishing the Avarice Plot, i deconstructet most of the defence modules and sold the materials off by remotly ordering a Heron E around.

However, my buildstorage is requesting a butget to rebye some of the stuff that was stored without needing it to build anything. Simply making a change to the modules on the PHQ resolves the issue.

I loaded your save and I'm not quite sure what the problem is.

You have mainly surface element resources held in PHQ storage but nothing in build storage where they could have been used for further surface element building if you wished. Your defensive loadouts for the defence and supply modules are set to custom and probably are already as you want them with no M turrets or shields. All extant modules show 100% and there are no planned constructions or changes in the build plan.

The PHQ has no money in trade or construction accounts in line with its zero expected operating budgets, has no trading subordinates nor has a builder allocated. The PHQ does have a manager. Resource pricing is set to minimum and there is a station 'no trading' trade order in force. You have no station or build storage trade offers being shown.

In short, I can see no evidence so far in that save that the build storage is actually trying to buy or rebuy anything. There is a future budget suggestion in the construction account management screen that might allow you to fill more hardpoints on your defences, but you can ignore that as you wish. What am I missing?

Its not supposed to suggest stockpiling wares because the player may, or may not, wish to fill some more hardpoints in the future.
Only after the player makes changes and pushes [confirm module changes] should it show the [Resources needet to complete changes] and show the resulting [Estimated price to buy all resources]

In my Save you see: "All extant modules show 100% and there are no planned constructions or changes in the build plan."
[Resources needet to complete changes] also show 0

so the [Estimated price to buy all resources] should also be 0
