I've used this mod myself hoping that maybe it gives more time for tracking missiles to acquire new targets but never actually meassured it, how did you do that? I don't think any of the mods work for missiles other than perhaps Gimbal or Cowboy.

I made two takoba both with mk3 shield and a tracking launcher plus a dumbfire.
I loaded both with light dumbfire mk1 and light heat seeker.
I fly them into an empty field, separate them 10 km apart and use zoom in to shoot at my own ship.
One ship is modded with the lifetime mod, but both possess the same range for tracking and dumbfire. The mod does not increase effective range at all.

Is because weapon mods are applied to the launchers\turrets themselves, not to the missiles, so most of the mods are useless for the launchers and the missile turrets.

you can make up whatever explanation to explain the current behavior, but bottom line is that weapons should not display modifications that had no effect whatsoever. The projectile speed and mining bonus are not displayed, for example. This is bad usability and a bug that needs to be addressed.

It is worse than not doing a filter at all, since in that case player would know some might not apply. Doing a filter implies it should work, period.
